This clip comes from the short lived TV show 'Small Doses' back in 1994. Patton Oswalt stared in a couple of short movies made for the show where he plays a pissed off grocery store clerk with Blaine Capatch. This episode is entitled "Lottery" and the two clerks talk about America's flawed lottery system while being yelled at by their boss.
